Why are there three electricity rates listed?

Texas law requires that electricity providers tell you what your average rate would be if you used a small, medium, or large amount of electricity. The regulators chose 500 kWh, 1000 kWh, and 2000 kWh. However, certain plans may include bill credits or add/remove monthly fees based on the amount of energy you use. This can mean that your average rate is much higher when you use 990 kWh versus 1000 kWh.

Why do the rates vary across the state?

Prior to deregulation, there were 5 major electrical utilities in Texas. Each had their own poles, wires, and generators. The generators used different fuel sources like coal, oil, or natural gas. The configuration of the distribution lines was also different. The end result is that the cost to generate a kilowatt-hour of electricity and run it through the wires to your home is different depending on where you live in Texas, and the electricity retail providers like Constellation need to charge different amounts in the different areas to reflect those varying costs.
